The Outlands

- District
- Suburban border zone
- Type
- Lupine border territory, patrol zone
- Claimed By
- Anubi (Gangrel militia)
- City
- Milwaukee
Physical Read
- Suburban sprawl degrading into rural darkness. Strip malls on W Bluemound Rd giving way to farm fields and tree lines past the zoo.
- The houses thin out. Streetlights end. Past Good Hope Road, it is dark in a way city Kindred have forgotten.
- Lupine territory markers — claw gouges on trees, scent markings, bones left at crossroads. The Anubi know how to read them. The coterie does not.
- Abandoned houses and barns serve as Anubi forward positions and emergency shelters.
- Country club grounds (Brynwood, Tripoli) are kill zones after dark — open fairways, limited cover, no mortal witnesses.
Function in Play
Where Milwaukee ends and Lupine territory begins. The Outlands are the suburban buffer between the city’s Kindred-controlled core and the Garou packs that surround it. Decker’s Anubi patrol here every night, fighting a slow war of attrition against the Coyote and Eagle packs. This is where the coterie earns Decker’s trust or writes off the border defense as someone else’s problem.
Who Controls It
- The Anubi hold the line. Decker commands, Gerhieren coordinates, Calvin scouts.
- The Lupine packs control the territory beyond the patrol perimeter. The Coyote Pack presses from the west and northwest. The Eagle Pack pushes from the north. The Mouse Pack watches the south and southeast.
- Hrothulf holds his compound by force of will and explosives. He fights the siege from his suburban fortress.
- The Primogen Council officially acknowledges the Outlands as Kindred territory. Practically, they send nothing to defend it.
